Economic Sanctions, International Law, and Crimes Against Humanity: Venezuela's ICC Referral

Economic sanctions, unilateral and multilateral, have a long pedigree in international relations. From South Africa Israel, to Iraq, Iran, North Korea, such measures have, with varying results, been used diverse contexts influence the behavior of states. Some would celebrate use economic sanctions as means punishing “rogue states” for human rights violations or threats peace, while others condemn it “imperialism” by powerful states against weak. Leaving aside Chapter VII enforcement action UN Security Council, imposition raises far-reaching questions respect duties under law. A novel issue that has emerged recently is whether, certain circumstances, could even qualify crimes humanity.
